CARP is CRM/ERP application for work agencies (crewing agencies in particular, but not limited to).
Both employees and employers have to meet a lot of various requirements, so that a contract between them can become a fact. This is the case for crewing agencies (which employ seafarers). That's why CARP was created - in order to manage crucial operational data of the work agency.
